Biography

Roxanne V. Franklin, a native of Los Angeles, CA, serves as the Senior Project Manager on the Mayor’s Innovation Delivery Team with a focus on the development and ongoing implementation of NOLA FOR LIFE, the City’s comprehensive murder reduction strategy. In addition, Roxanne serves on the team that developed the Mayor’s Economic Opportunity Strategy, established to connect disadvantaged job seekers and businesses to the City’s economic growth through public-private partnerships. Roxanne has worked in both the non-profit and government sectors, where she has acquired experience in Project Management, Compliance, Program Administration and Strategy Design. Prior to joining the Innovation Delivery Team, Roxanne served as the Chief Compliance Officer at Metropolitan Human Services District. In addition, she served as the Clinical Management Liaison for the systematic redesign of the District’s Behavioral Health Services Delivery and Electronic Health Record implementation. During her tenure at Catholic Charities Archdiocese of New Orleans (CCANO), Roxanne developed and implemented Federally-funded housing programs for survivors of domestic violence and sexual assault. Further, she provided quality assurance technical assistance during CCANO’s post-Hurricane Katrina service standards accreditation process through the Council on Accreditation. Roxanne also has past experience in Mediation, Housing Law and Federal Workers’ Compensation Law. Roxanne obtained her Bachelor of Arts in World Arts and Cultures from the UCLA School of Arts and Architecture, her Juris Doctor from Western New England University, School of Law and her Master of Social Work from Tulane University School of Social Work. She is currently pursuing her Doctorate in Social Work from Tulane.
