Biography

Penny is a community organizer who currently serves on the Montgomery County Board of Education, which she formerly chaired. She has also served as a member of the Virginia School Board Association’s Board of Directors and as president of her union’s local chapter. Formerly the board chair, she is now the NAACP Executive Committee’s Area 10 chairperson. She is co-founder of Community Group, an African-American organization in Montgomery County, and a founding member of the New Mountain Climbers, a giving circle in southwest Virginia and the first African-American philanthropy in an Appalachian community.
