Biography

Pam Silberman is the president and CEO of the North Carolina Institute of Medicine (NCIOM). She is currently helping to staff different workgroups to identify the decisions the state must make to implement the Patient Protection and Affordable Care Act. She is also working with a task force that is examining options to strengthen the social and emotional well-being of young children and their families and another to examine strategies to prevent early childhood obesity. In the past year, she helped staff task forces to address the behavioral health needs of the military and their families and one which explored options to address the problems that can arise when people with behavioral problems live in adult care homes with the frail elderly or other people with disabilities. She also worked with others to develop the Healthy North Carolina 2020 objectives. In recent years, Dr. Silberman helped staff task forces studying other health problems facing the state, including those focused on health literacy, access to care, prevention, health professional workforce, substance abuse, services and supports for people with intellectual and developmental disabilities, child and adolescent health, dental care, long-term care, health disparities, and quality. Dr. Silberman is the co-publisher of the NCMJ, published jointly by the NCIOM and The Duke Endowment. She serves as associate director for policy analysis with the Cecil G. Sheps Center for Health Services Research at the University of North Carolina, Chapel Hill (UNC-CH). She is a clinical professor in the Department of Health Policy and Management, Gillings School of Global Public Health, UNC-CH, and teaches courses on underserved populations and safety-net programs. Dr. Silberman graduated with a doctorate in public health from the UNC-CH School of Public Health in December in 1997. She obtained her law degree from UNC-CH in 1981 and her bachelor’s degree in political science and psychology from the University of Illinois-Urbana in 1977.
